Whit's the hold up?

Rather than keep going, the car in front of the silver one (pictured) sauntered through the lights & box junction and then stopped inside the junction when he saw the lights turn to red, which meant the car behind was right in the way of the tram. The cars finally moved when the pedestrians finished crossing, at which point the tram was blocking the cars coming down from the Mound. Progress, eh?
