Guerilla president?

A few years ago my WI wrote to the local council offering to sponsor the sowing of cowslip seeds on a local, very boring, grassy roundabout. The offer was declined "on health and safety issues". We found this hard to understand - were the cowslips going to grow so huge they would obscure sight lines!
However, the following spring we were delighted to see the roundabout and nearby verges thick with cowslips! Now there are three possibilities here. Maybe the council thought it was a good idea and sowed the seeds themselves (in which case they could have given us some credit!). Maybe a guerilla WI president went out in the dead of night and scattered her own seeds. Or maybe the natural time was right for cowslips to appear in the district. Take your pick.
Today I parked nearby to take a picture of the cowslips. It is a very busy junction so there was no way I was going to cross onto the roundabout. I took several pictures from afar, but never managed one without a vehicle in it, and the cowslips were so distant they looked a bit sparse. But at my feet, on the verge of a side road, grew this little beauty with its daisy companions.
