Arboreal Mutilation?

This tree and one other in front of the Fairhaven library -- like many others in this area -- were probably damaged by the heavy wet snow we experienced recently, but I don't know why the trunks were trimmed in such a strange fashion. When I first saw them, I thought somebody might be carving totems.
