Wheely Confusing....

... given that the gates are in constant use and should not be obstructed by parked cars (presumably) are the gates being used as a bin store? If so, the being obstructed by bins is their true function, if not, then perhaps more specific signage is the answer.

What is even more confusing is the fact that the bins are not rolling off down the hill.

I can see pondering this conundrum will ensure another sleepless night!!!
