The answer appears to be indoors!

I was originally trying to make something of the four pavement sandwich boards as they stood in line. As I pondered over the possible composition, the lorry in the background reversed down the street. The driver jumped out and engaged in conversation with some guy who brought him down to the entrance and with some wild chopping action of the arm pointed indoors.
The arrows on the sign and the back of the lorry appear to compliment the notion.
