I've seen this on the sea wall near coalhouse fort every time I've walked past it for my entire life. What happened in Summer 1988? What does it have to do with an anchor? The OK is in a different paint, was it a reply?

Why do the eights have long... handles at the bottom?

There's a story behind this, and I'll likely never find out what it is. Perhaps that's a good thing. Not everything needs to have a definitive answer!
