This lady is selling live fish. The water must have been below zero because there was ice in it.. The only thing that stopped it from freezing was he movement of the fish. They are in the frozen water, barely alive.. slowly suffocating. The second container contains the remains.. WHen she sells a fish, she cleans and guts it for the customer if they want.
