The star bokeh is created by making a paper star cut out filter. Then using a prime len with a large aperture is helpful.

We saw additional lights of the police truck who was using a loudspeaker announcing there was a snow emergency in effect and all cars had to be moved or they would be towed. Glad I didn't put to much money in the parking meter!
