Art or Decay

I am a member of a small group of people that set ourselves challenges each week. We have changed the way we decide what to photograph and each of the members has submitted some ideas that are drawn at random. One of my choices was Urban Decay and it has been chosen for this week.

I love graffiti, dereliction and general livediness and so i am not sure if this is truly decay, more embellishment. What do you think?
