Found . . .

I was parking across the Frail Care Centre where my Mom stays, when I spotted this young jersey bull standing on the sidewalk, tethered, en held by Gerda, a friendly officer from the local SPCA.
As I came closer, I saw that he was in a state of neglect: he was skinny, his abdomen was extended and chaff marks were showing on his lower neck . . . Friendly Gerda said that the SPCA was alerted about this (tame) animal wandering (aimlessly) in a residential area.
They found him a little bit higher up in the road, closer to the Outeniqua Mountains.

There is a community of bosbewoners, or derelict dwellers, that reside in the forest on the lower slopes of the mountain. It is expected that this animal may come from there . .

As we were talking, the SPCA bakkie and trailor arrived, and with extra hands, they coaxed and helped him onto the closed trailor.
He would be taken to their facility where he will receive the necessary (medical) treatment and enough food, juicy lucern, to get him back to good health.

I do not know about the situation in your country, but here in SA, the SPCA is not subsidized and is totally dependent on the goodwill of people.
Surely these people deserve a bit more as many of the helpers do a voluntary job . . . a labour of love . .
