Is that a submarine?

After work I spent a while down at the harbour taking photos and enjoying the peacefulness.
Then drove along to get some shopping at Ocean Terminal, where I spotted this scene. There was another submarine(?) to the right of the shot with people on top of it and the tug boat going back and forward. Goodness knows what was going on!
