Fire Exit. From a pavement. Really???

I'm baffled. Is this section of pavement (sidewalk for our cousins across the atlantic) really so flamable that a fire exit sign is needed? What possible set ov circumstances caused it to be placed here? A death in a previous burning-pavement related incident? Perhaps it's a joke, or even a pointed social commentary on the rise of health and safety culture?

I am left baffled.
