Monumental puzzle

Found myself in Mr Smith country today, wandering round Haddington as I waited for my car to get sorted out.

There's an odd-looking monument in the town, with a statue on top of a column surrounded by four figures like this one. Turns out it's a memorial to Robert Ferguson of Raith. After finding out who he is, you can't help wondering why they bothered.
