Conns Water from the junction of Park Avenue and Kyle Street. This was just after high tide so I assume this is the fabled 'tidal surge'. The water is currently about two feet from the underside of the rail bridge.

There's two fire crews, several water service guys and a stack of leery-looking locals standing just out of shot, observing the situation.
