Regulations have gone crazy on our railway network. At our local station (and I assume it is the case at other stations according to a train guard I spoke to) they have a fence on the end of the platform that includes a locked gate, however, you will notice that to avoid the locked gate you just step around the end of the fence. I checked the padlock and it is so corroded that I don't think it has or will be ever unlocked!
