Tourist attraction

I've always thought it rather odd that these kinds of dressed up stuffed animals are tourist attractions. I've seen many tourists having their pictures taken with this bear that's dressed as a Mountie (RCMP), posing with it, shaking its paw. He's located in front of a touristy shop on Government Street in Victoria. Lots of cheap souvenirs to be found along this section of the street.
