A place to remember

This is on my route to work (one of the 2 routes).
Someone put this there, quite possibly to remember someone who had a deadly accident at that point.
I couldn't find anything in the news, so probably it was 1 or more years ago.

It makes you wonder about what can happen while on your daily commute.
