Crosswalk ?

This small black/white sign glued to the pavement at the base of a crosswalk made me curious. Looked up the pertinent ordinance and found it to refer to "regulation of sidewalk", not the crosswalk as I had suspected. We have a rather active group "occupyHonolulu" (think it is called) that has been camping on sidewalks (shaded by palatial trees) with tents, chairs and people that obstruct pedestrian use of the sidewalk. Along with homeless people camping in the park, it makes a lot of citizens upset, so laws have been passed to try and deter such use. One feature of the bill of course is notification . . ... henceforth, be warned on this particular sidewalk! (Did not do the entire perimeter, but at the other end of this crosswalk, there is no such notification sign.)
