Seeing red?

I've seen this plant every autumn for many years and it has never looked this bright nor this laden. As I was taking the photo a person came out of the house behind it and asked whether I had a problem. I told her I thought the colours were astonishing. She thought I was collecting evidence for the people who, she says, have been complaining about it.

It overhangs the pavement, well above head height. Does anyone know what there might be to complain about?
