Max Headroom

You've probably never spotted the 10 storey block in Notting Hill Gate. It sits back from the road amidst other building monstrosities, probably erected in the 1960's.

I'm pretty sure there is a college in there because I often see the silhouettes of young people loitering along the walkway between Waterstones and the main building.
