Canada Geese flying south for the winter

We are in a fly zone for geese heading south for the winter. Problem is, a lot of geese winter here and cause all kinds of issues. Many consider them pests for their droppings, bacteria in their droppings, noise, and confrontational behavior. Dog decoys have propped up in parks and sports fields making it less attractive to land in the area.
