New Homes or lost grazing

I took a different route home as needed a form from the council. We want to cut down or prune some trees and we need permission as we live in a conservation area; even trees which we have planted! However there were traffic lights on a busy route because what was sheep grazing just months ago is now becoming a building site for more homes. I hope the infrastructure is up to it, but I doubt it!
Well is it Yeovil Council?
