Everyone has a hidden agenda even if they don't know it. The conflict between the conscious and subconscious is constant, especially between people. Look someone in the eye and they will tell you a version of truth but not say theirs. White lies, lies, whatever the label, no one can reach it or reveal theirs. It's not about being obscene or blunt because obviously it's all contextual. Were one to make a cultural or social faux pas it's only due to their cultural roots and not the one they are present in. But when two can communicate on many levels (eg. language, etc.) there is still no penetrating what someone really means. Paranoia, smoking behind mirrors.
