Guarding the barriers

Durham station this evening. One of the turnstiles was blocked off presumably out of use or out of order but why 'block' it with a plastic station guard shaped figure? It did make me laugh as it looked funny but why not just lock the barrier (technology) or have a normal shaped plastic sign. It did cheer me up on a rainy evening and the station looked cheery and bright.
