Egham Mosaic

My grandparents came to visit today, and I showed them around Egham town centre. They asked me about this mosaic, and I was just as baffled as they were as to it's origins and the Latin words around the circumference. Needless to say, Detective Imspector Cliff(s) is/are on the case.
