Where is the Water?

This rustic water wheel can be found in a public garden in Nelson.
The first time I saw this wheel, it was actually working. Not so the last two visits.

This is in a square format for the Square September challenge hosted by Ambling Camera.

Tuesday is a busy day for me and this afternoon we also had two appointments in Nelson. This meant we were late home from the city, so another late blip.
