Sunlight and curly kale

The flower bed in front of City Hall has the normal urban dahlias and marigolds etc. in it but dark curly kale and variegated lettuces have been planted in between. The lettuces bolted very quickly in the hot sun but have been replaced by new ones. It doesn't seem that people are taking any to eat.
