Losing the will

We are trying to donate our old Fiat Panda. The donee is happy, but we are having difficulty in processing the change of ownership. People do go on about French bureaucracy but I wouldn't generalise.  Just to say that things are impregnable if you were not born in France and do not have exactly the correct information.
