The Tower

Once home to Oldham Council it is now empty as they have relocated to repurposed areas of the town's Spindles and Town Square shopping centres.
Will they convert the tower into low cost social housing, a homeless centre or luxury city centre apartments? I know what the cynic in me thinks.
