Recycled?

There are several fence posts along the side of the Lea Navigation in Ponders End that have the cross section of railway lines, albeit quite small. I've wondered and never been able to find out, if they are the chopped up remains of a narrow gauge railway system used in the construction of the reservoir which can be seen in the background. Recycling in 1913?
