Graffiti or Art?

A striking and distinct piece of gorilla graffiti painted by a Colombian street artist ( Stinkfish) in 2012 without permission from the local council but commissioned by a local businessman. Bristol city Council attempted to remove the piece of graffiti but eventually bowed to public pressure and allowed it to remain.

Did it then become art?

We did a walk from a new Bristol Guide Book this morning and this is a result.
