Any ideas??

Since doing some family history I ve dug out this old photo ( about 1900 )I inherited of my great grandmother’s brother and brother in law in this big group photo . I had always thought it was some apprentice group…they both worked in the tin factories of Briton Ferry but it looks a little as if it is taken in front of a church .
But why are they wearing these outfits with a flower ? ….a baptismal group perhaps ?
Any ideas ?
