Maybe not biennial?

        Can't say I'd really noticed.  All my life, I've understood Foxgloves to be biennial; reaching flowering size in year one and flowering/dying in year two.
        Here's one of last years "Flowered and died" Foxgloves which I noticed appears to be hanging on for year three.
