Red yellow green blocks

Walking into the city centre beside the river, and then the floating harbour, I go past these. They’re colourful, they look nice and bright inside. They were built really quickly and efficiently. They’re near the station, the park, the shops.
But they’re not flats, they’re empty office blocks, in an area that is already full of empty or almost empty office blocks. I just don’t understand. Bristol is desperate for places for people on ordinary wages to live.
It was lovely to walk in the sun but bitterly cold.
