Door in a Railway Arch

I happened to look up at an area under construction today and saw this door built into a railway arch. It's about eight feet above the ground and there's no access to it. Although the door has lost purpose, the space behind it is in use so I'm not sure if it qualifies as a 'Thomasson.'
