16 Inches of Water Column

The outside temperatures have been cold and threatening to drop well below freezing.  I had noticed a few drops of water on this faucet after shutting the inside valve and opening the outside one to allow it to drain but last night it got really cold.   Today the evidence was obvious to even such a poor plumber as me.
      I went to the basement and put in a new valve.
