Dinosaur swamp
Could be...has that look...just round the bend from my house...close enough to walk to...far enough not to smell.
The greenery on the surface is not algae, it's a tiny aquatic plant...each with a round, flat leaf about the size of a hot pepper flake and a single root, half an inch long...billions and billions of them. The mallards paddle around, scooping it up, clattering their beaks to force out the water and filter out the plants.
I collected a small container full of the plants with the idea to float a few in glass of water and take a macro but it was a soupy, smelly mess. Somehow, catching slimy things in a glass jar was more fun when I was six years old.
Edit: It's Duckweed...thanks DHF!
