Fixed Penalty Notices

I walked part of the way into Kingston today - along the river. I spotted these Mooring Fixed Penalty Notices affixed to the boat . Who knew? It's obviously been there a lot longer than it should've been. I wonder what the next stage will be - they can hardly clamp it. Maybe they'll tow it somewhere? 
There was also a canal boat moored further upstream. I do love a canal boat. See extra.
