Have you got one?

       Not being familiar with electrical conveyances I have NO idea.  Question(s) - Is this a charging point?  OR  Is it two? 
       I had need to be at Morrisons; as usual I was ousted from Blue Badge slots and I spotted this.  If it is there is NO provision for any electrical vehicle of any variety close by, what is the point?
