Best guess

This wasp was so tiny, I had trouble focusing the camera on him/her.  My best guess was that it was looking for moisture.  I watered in this area last night and there were still drops of water hiding under leaves.  I have no idea of the species - but possibly one of the smallest wasps I've seen.  A body length of 6 - 7 mm.
