China deployed thousands of troops to regain control of Urumqi, the capital of the western region of Xinjiang, after three days of rioting between Muslim Uighurs and Han Chinese.

Barack Obama visited Moscow for the first formal America-Russia summit of his presidency. The two countries agreed to resume nuclear disarmament talks. But thought the Americans had talked of pressing the "reset" button, the atmosphere on both sides was pragmatic rather than friendly.

Alistair Darling, Britain's chancellor, outlined proposals that would force banks to increase their capital to guard against future crises and give more enforcement powers to the FSA.
