Loitering With Intent

It took quite a while to work out Billy's new ritual.
It was most mysterious, until eventually we realised that he is keeping the current crop of cicadas under control.
At the very least he likes to pinpoint the location of as many as possible.
I've also seen him eat them, not, I think, because he enjoys them, but just to show them who's boss.
