Effectively a vice for holding a wheel spoke, ie a cart. The leaver on the right is pulled down, thereby lifting the stone on the left along with upper jaw of the vice, place the spoke in the vice, when releasing the leaver the spoke is clamped in position, now work on the spoke can continue.
