Local/civil police
At government-controlled areas public life is relatively normal: schools are open, students sit exams, salaries are paid etc.
Rebel-controlled areas are in far worst position because power-source is far from being clear. Nevertheless, people get organised and police is one of the examples. The guys on picture are former Syrian police officers who fled the governmental police (often with uniforms and guns) to form police forces in their mother towns and villages. They run a police office (with a jail), have a lawyer to offer legal advices to the community and offer passive protection. They don't conduct many preventive patrols as they don't have any car and are too few.
