You may wonder whether this is an art installation left over from the festival - some kind of modernist snail, perhaps -  but actually it is possible to see examples of this all over town (there's a third in front of this pair).

Intended to secure large waste bins, it seems that the bins have escaped, they may be at large down a pavement or absent altogether.

They may also be a trip hazard to the unwary.
