Teaching worms to swim

Every high tide there is a gaggle of folk putting worms onto hooks and throwing them out into the water. There must be fish in there but in ten years of walking past these folk I've never seen one fish but they keep on throwing the worms out there - I guess it must be swimming lessons for the worms. it was horrible, windy and wet so my nice new camera stayed at home today and this one was taken using my phone instead
