What is it??

I saw this at an Antique shop in Bothell. The one my friends own. They don't know what it is, and either do I. Does any one know? Or have you seen anything like this before? It looks Indian of some kind. but nothing I have seen in this Country. I thought maybe some of my blip buddies might know something!! Any ways I thought it was cool.
