Umeda Sky Building, Kyoto Japan

Sorry I mislabeled this building before as "Kyoto tower".  It IS a tower and it's in Kyoto, but there's another building really called the Kyoto tower.  Anyhow this is another view of the ground - these brightly colored...what to call them?  Sculptures, generically I guess.  If they have a symbolism it wasn't explained to me.
