Buddleia Doppelganger?

The extra shows the whole shrub, and in the background is our local Lidl store.  The main was taken for Google Lens so I could try and identify what it is. Certainly not Buddleia (or even Buddleja) - possibly Hene or Veronicastrum (possibly Koromiko in NZ).

Anyway, it struck me that it looked like the Buddleia I saw yesterday but wasn't, and it was not self-seeded, but planted.
