Explanation required

Driving around and around in circles as I tried to navigate the closed streets to get to the Botanic Gardens I cam across this - a tree all wrapped up in ornage material. No idea why, no sign of any action around it.

Only thing I can think of is that even trees are now dressing in the fluoro jackets that are de rigeur in Christchurch now.
